DISTRIBUTING POWER NETWORKS OF RUSSIA AS A SUPPORTING BASIS FOR SMALL AND MEDIUM BUSINESSES

On the 28th of October IDGC Holding, JSC and All-Russian Public organization of Small and Medium Businesses "SUPPORT OF RUSSIA" have signed a cooperation agreement. The documents were signed by the General Director of the IDGC Holding Nikolay Shvets and the President of "SUPPORT OF RUSSIA" Sergey Borisov.
The Parties undertook to create beneficial conditions for development of small and medium businesses. In particular, the Agreement presupposes joint elaboration of basic principles and mechanisms for supporting entrepreneurship including via realization of the Government's resolution No. 334 which establishes the rules of technological connection to the power lines of small and medium businesses with a capacity of up to 100 kW.
"It is necessary to develop the power network infrastructure in order to solve the tasks of power supply for the objects that are intended for operation of small and medium businesses", Nikolay Shvets noted on the ceremony of signing the Agreement.
One of the main directions of joint work is connected with detection and reasonable utilization of the capacities that are provided by the enterprise. In accordance with the Agreement, IDGC Holding and the "SUPPORT OF RUSSIA" plan to define basic principles and mechanisms of optimal utilization of resources in case of privileged connection and redistribution. The possibility of redistribution of the unused reserve capacities is presupposed by the abovementioned Resolution of the Government of Russia. The document which was signed today is also targeted at development of energy efficient, power saving and ecologically clean technologies that are applied both in distributing network complex and by small and medium businesses.
At the time being small and medium enterprises of Russia often utilize highly technological power saving equipment which allows to reduce expenses for power considerably. Such kinds of products include, in particular, power saving lamps and efficient heating equipment. When the consumers use technologies for saving power it presents an advantage not only for the consumers but also to the power networking companies as this lets them to reduce capital expenditures for construction of new power objects and optimally distribute capacities. One of the purposes of the Agreement is to create conditions for attracting domestic small and medium enterprises to development and production of goods and services for the interests of the interregional distributing network companies. At the time being associated and dependent companies of the IDGC Holding involve small and medium enterprises in construction of a power distributing network for 0.4-10 kV: in construction of power transmission lines as well as to execution of a whole set of works for construction of power centers of 6 (10)/0.4 kV. Small-sized contractors can provide the distributing network companies with the competitive financial conditions and comparable quality services due to lower managerial expenses than in large subcontracting organizations. "The partnership of IDGC Holding and the "SUPPORT OF RUSSIA" will contribute to establishment of a unified open information space of the entrepreneurship and the power distribution network complex of the Russian Federation", Nikolay Shvets stated by the results of the signed Agreement. After it the President of the "SUPPORT OF RUSSIA" Sergey Borisov expressed certainty that the most important direction of joint cooperation within the Agreement will be presented by permanent monitoring of the practices of implementation of solutions that touch upon privileged technological connection of small and medium-sized businesses to the power lines. "It is necessary to find out which mechanisms are not working. And we, together with our colleagues from the IDGC Holding, are to analyze the reasons of these or other problems and try to eliminate them", Sergey Borisov said.
